The adoption of a Gender Equality Plan, so-called GEP has become, for universities, an essential condition for accessing funding from the EU Research Framework Program Horizon Europe, in implementation of the Gender Equality Strategy 2020-2025 of the EU Commission. In parallel and in analogy with Horizon Europe, the National Recovery and Resilience Plan (NRRP) also conditions the access to research and innovation tools for all public and private organizations to the adoption of the Gender Budget and the GEP.


The University of Udine, in an attempt to rationalize the obligations, has brought the GEP back to the three-year Positive Action Plan, so-called PAP, provided for by the art. 48 of Legislative Decree n. 198/2006.


The art. 1 of the Presidential Decree of 24 June 2022, n. 81, published in the Official Gazette on 30 June 2022, n. 151, has provided that the PAPs are absorbed into the appropriate sections of the Integrated Activity and Organization Plan, so-called. PIAO.
